Progress Tracking and the IPR Scorecard
The tracking of IPR implementation progress by NIFI, as a body external to Fisheries and Oceans Canada, typifies the ‘co- co- co-’ relationship. By serving in a challenge function, NIFI and Fisheries and Oceans Canada work collaboratively to advance IPR within the Department, as it contributes to broader Reconciliation efforts.
To recognize progress, and to highlight areas requiring additional focus, the Institute produces the IPR Scorecard that evaluates thematic areas under which the IPR recommendations align. This includes, for example, Demonstrate the Renewed Relationship, Shift to a Shared Capacity Model, Embedding Training with DFO Indigenous Programs, and Maximize Departmental and Other Federal Government Collaborations to Help Indigenous.
The Scorecard further assesses how progress aligns with the core DFO-CCG action plan messages

Take practical steps to address issues of a structural or technical nature impeding the efficient administration of programs and practices.

Ignite a culture change by approaching the renewal of programs and day-to-day operations and interactions with Indigenous groups and communities through the lens of truth and reconciliation—and the long-term goal of balanced relationships.

Reconcile resource management to respect the Constitutionally protected rights of Indigenous people in programs, practises, and policies.
